A Brief Biography:
With a Ph.D. in Health Economics, policy and Financing, Dr Rout has over 22 years of experience in teaching and research. He has developed a strong expertise in the domains of health financing, health insurance, National and State Health Accounts, costing analysis, economic evaluation of health care interventions, and tobacco economics. His academic and research contributions span across a wide spectrum of public health financing issues, with a strong focus on generating evidence to inform policy decisions. Dr Rout offers courses in health economics, health financing, health systems and policy, data to decision making and Health Technology Assessment to the Masters and Post Graduate Diploma Students at the Indian Institute of Public Health Bhubaneswar (IIPHB).
To his credit, in 2006, Dr Rout was awarded the prestigious Health and Population Innovation Fellowship Programme (HPIFP) by the Population Council, New Delhi (formerly the MacArthur Foundation’s Fund for Leadership Development). This fellowship provided him with the opportunity to examine public spending patterns on sexual and reproductive health in Odisha.
In 2013, he was selected for the Global Tobacco Control Leadership Programme, organized by the Johns Hopkins Bloomberg School of Public Health, Johns Hopkins University, Baltimore, USA. As part of this program, he successfully completed an intensive short course at the university, enhancing his expertise in global tobacco control policies and leadership.
Before Joining, IIPH B and PHFI , he worked with multiple national and international organizations – WHO India Office, Save the children and Population council. He played a key role as lead researcher in the National Health Accounts (NHA) process, in collaboration with the Ministry of Health and Family Welfare, Government of India, and the World Health Organization (WHO).
To date, Dr. Rout has successfully led and completed 17 major research projects, funded by esteemed national and international organizations, including the World Health Organization (WHO), Medical Research Council UK (MRC UK), UNICEF, the Bill and Melinda Gates Foundation (BMGF), Tata Trusts, NITI Aayog, and various national and state government bodies.
His research has been widely published in peer-reviewed national and international journals, contributing significantly to the evidence base in health economics, health financing, and public health policy.
